Mobility in Germany is becoming increasingly sustainable. However, the transport sector is yet to achieve its national and international climate targets. This is for the most part due to road traffic – cars remain Germany’s preferred mode of transport.

On behalf of the ADAC, Prognos compiled the ADAC Mobility Index 2024. In this third edition, we examined the latest available data on transport behaviour in Germany. The index provides a scientifically based data base giving a transparent overview of how the transport sector is developing. Equally, it creates a basis for objective discussion, which can enable sustainable changes in mobility.

Moving the drive and energy transition forward

  • In comparison with the previous two years, transport demand in Germany has normalised.
  • All modes of transport (road, rail, air) came in at under the values for 2019, the last year before the pandemic.
  • Cycling and walking increased slightly and the share of rail transport in mobility services as a whole also rose compared to 2019.
  • Furthermore, demand for domestic German air transport declined, presumably a long-term trend.
  • Only in a few areas has it been possible to decouple emissions from transport demand. Most of this is due to road traffic.
  • Despite significantly higher costs (in particular for fuel), on the whole, consumers have returned to their pre-pandemic mobility habits.
  • The price increases for vehicles and fuel have had a particular impact on low-income households that are reliant on cars due to a lack of alternatives.
  • Thus, the transition to electro mobility and alternative fuels is not only more ecological but also has important social implications. 
  • As always, the Mobility Index takes into consideration the latest available data, in this case from the year 2022. Newer comprehensive data is not yet available.

Our approach

The index is based on scientific methods and publicly available data that map mobility in individual and public transport. In the process, short as well as long-term changes are documented, evaluated and their origins analysed. Sustainability in the Mobility Index is based on ecological, economical and social aspects that are assessed across five areas: transport safety, climate and environment, availability, reliability, and affordability.

The year 2015 serves as the base year with an index value of 100. Around 85 percent of the data comes from public statistics, the remaining 15 percent were made available by trade associations and businesses.
